The winners were selected from 33 submitted proposals (26 sponsored by Universities). The evaluation of the proposals was in charge of an International Advisory Panel, which included 9 researchers and professionals with worldwide recognition in their disciplines.
For the first year of implementation, the ''Basal Financing Program'' will give 9 thousand million pesos to be shared between the winners. This amount comes from the Innovation Fund for Competitiveness (FIC).
